“To amend Administrative Order 1 to include the following section:
28 (4) Where a report to be considered by Council is circulated to Council a prescribed in subsection (3) after the deadline identified in subsection (2) Council shall not consider the report unless one or more of its members requests it to do so, and with agreement of a simple majority vote of its members present.”
