That Halifax Regional Council request a staff report to outline options to amend By-law S-801 Respecting Licensing of Temporary Signs to allow for greater flexibility and/or license exemption for signs on hoardings or scaffolding in the right of way to indicate nearby businesses and services are still open and accessible.

That Halifax Regional Council ratify the motion from item number 13.3.3 “Appointment to the Board of Police Commissioners” from the in camera session held on October 6, 2015.

Motion: That Halifax Regional Council direct that staff develop the preliminary 2016-17 budget based on:
1. Alignment of average tax bills for residential homes and commercial properties with relative economic indicators.
2. Consistent past direction from Council to maintain a moderate and declining debt position.
3. Positive evidence of expenditure management aligned with growth in inflation, dwellings, personal income and GDP.
