1. INVOCATION
The meeting was called to order at 7:15 with an invocation.
2. APPROVAL OF MINUTES
Deputy Mayor Greenough noted he had not been in attendance at the meeting and requested the minutes be amended to reflect this.
MOVED by Councillors McInroy and Sarto that the minutes of December 5, 1996 be approved as amended. MOTION PUT AND PASSED.

3.3 Correspondence dated January 13, 1997 from Armoyan Group requesting to address Community Council re: Application by Armoyan Group to Rezone Lands off Green Bay Drive in Cow Bay from R-7 (Rural Estate) to R-6 (Rural Residential)
Councillor Hetherington suggested Community Council not hear the presentations from the Armoyan Group as the application would be going to a public hearing.
3.4 Councillor Cooper requested correspondence dated December 6, 1996 from Roel Vis, Schedule Planner, Halifax Transit be brought forward to the main agenda

7.2 Dartmouth Waterfront Project Update
Councillor Cunningham introduced Ms. Donna Davis-Lohnes and Mr. Roger Wells from the Halifax Regional Planning Department, Ms. Bea MacGregor, Executive Director, Downtown Dartmouth Corporation, Mr. Robert Parker, Architect and Mr. Richard Neima, Chair, Project Advisory Committee.
Mr. Roger Wells addressed Community Council giving a brief history of the project to date.
Mr. Robert Parker addressed Community Council presenting the conceptual plan of the project.
Ms. Bea MacGregor addressed Community Council regarding the communication aspects such as public information and promotion.
Mr. Richard Neiman addressed Community Council providing information on the role of the Project Advisory Committee.
Councillor Cunningham thanked the presenters and suggested that the Project Committee be expanded to include a resident of Admiralty Place.
Community Council agreed to hold a special meeting to hear public input on the waterfront project.
7.2 Dartmouth North Community Centre Library
As Councillor Schofield was not in attendance, Community Council agreed to defer this item to the next meeting.
7.3 Motion by Councillor Cooper re: support of a minimum fifty (50) thousand square foot lot development in the Cow Bay Area
Councillor Cooper advised his motion is intended to reinforce the wording in the Municipal Development Plan that outlines the distinction between the communities of Eastern Passage and Cow Bay.
MOVED by Councillors Cooper and McInroy that Community Council indicate its support during the upcoming Eastern Passage/Cow Bay Plan Review to enhance and support the distinction between Eastern Passage and Cow Bay and investigate measures to support a minimum of fifty (50) thousand square foot lot development in the Cow Bay area.
With no vote taken on the motion, the following motion was made:
MOVED by Deputy Mayor Greenough and Councillor Cunningham that the motion be referred to staff for a report for the February 6, 1997 meeting. MOTION PUT AND PASSED.

9. CORRESPONDENCE, PETITIONS AND DELEGATIONS
9.1 Petitions
Councillor Cunningham submitted a petition, containing 34 signatures, in support of the Harbour Front Project particularly the development of a skating path.
Councillor Hetherington recognized the attendance of the Honourable Jim Smith and former alderman Darryl Dexter.
10. REPORTS
10.1 Proposed meeting schedule to June, 1997
Community Council was in receipt of a proposed meeting schedule to June, 1997.
MOVED by Deputy Mayor Greenough and Councillor Cooper that the proposed meeting schedule be adopted in principle noting that meetings may be scheduled throughout communities represented by the Community Council. MOTION PUT AND PASSED.
10.2 Appointment of Community Based Committee for the Eastern Passage/Cow Bay Policy Issue Review Process
A report dated January 8, 1996, from Susan Corser, Planner, Planning Services, Eastern Region, entitled "Appointment of Community Based Committee for the Eastern Passage/ Cow Bay Policy Issue Review Process" was before Community Council for consideration.
MOVED by Councillors Cooper and Cunningham that the individuals identified in the report be appointed to fill the positions as outlined:
1. Terry McLaughlin

11. MOTIONS
11.1 Councillor Cooper
MOVED by Councillor Cooper and Deputy Mayor Greenough that the following motion be tabled pending a staff report from Environmental Service:
"That the Harbour East Community Council ask Halifax Regional Municipality investigate and consider extending the Lot Drainage By-Law for R-1 and R-2 properties to other areas of Halifax Regional Municipality"
MOTION PUT AND PASSED.
11.2 Councillor Cunningham
MOVED by Councillors Cunningham and Sarto that the Harbour East Community Council reconstitute the Dartmouth Common Committee, whereby this committee would become a committee of the Harbour East Community Council.
Councillor Cooper suggested a staff report be requested giving consideration to the viability of concentrating on protecting the Dartmouth Commons.
With no vote taken on the motion on the floor, the following motion was made:
MOVED by Councillors Cooper and Sarto that a staff report, including the terms of reference, be requested giving consideration to the advisability of expanding the committee to include all recreational and parkland areas of Dartmouth. MOTION PUT AND PASSED.

12.1 Councillor Cunningham - Date for Public Hearing for rezoning lands off Green Bay Drive in Cow Bay to R-1
MOVED by Councillor Cunningham and Deputy Mayor Greenough that the Harbour East Community Council set a date for a public hearing for the Green Bay rezoning application, rezoning it to R-1. MOTION PUT AND PASSED.
12.2 Request for Waiver of Public Information Meeting: Application by Lees Development Limited for a development agreement at 959 Cole Harbour Road
A report dated January 16, 1997 from Planning Services, Eastern Region Office, entitled "Request for Waiver of Public Information Meeting: Application by Lees Developments Limited for a Development Agreement at 959 Cole Harbour Road" was before Community Council for consideration.
MOVED by Councillors Cooper and Sarto that Community Council waive the requirements for a public information meeting. MOTION PUT AND PASSED.
12.3 Councillor Cooper - correspondence dated December 6, 1996 from Roel Vis, Schedule Planner, Halifax Transit
Councillor Cooper advised difficulty was being experienced by residents working in the Burnside Industrial Park as a result of a reduction in bus service to the park on Saturdays. He advised the intent of his previous motion was to investigate whether service in the industrial park could be enhanced on Saturday for those people that work on Saturday by extending route 66 from Highfield Park around the loop in Burnside Industrial Park, covering the two main roads in the loop, and then back to its regular passage without going to Sackville.
MOVED by Councillors Cooper and McInroy that Halifax Transit be requested to provide a costing on extending route 66 from Highfield Park on Saturday by creating a loop to cover the major streets in the Industrial park and then returning to Highfield Park. MOTION PUT AND PASSED.

MOVED by Councillor Cunningham and Deputy Mayor Greenough that the Community Council hold a special council session on Thursday, January 30, 1997 in order to hear public input regarding the Dartmouth Waterfront Project. MOTION PUT AND PASSED.
The next regular meeting will be held on Thursday, February 6, 1997 at 7:00 p.m. in the Helen Creighton Room, Dartmouth Regional Library, Alderney Drive.
