The meeting was called to order at 7:00 p.m. with an invocation.
2. APPROVAL OF MINUTES
MOVED by Deputy Mayor Greenough and Councillor Cunningham that the minutes of the April 3, 1997 meeting be approved as circulated. MOTION PUT AND PASSED.
3. APPROVAL OF THE ORDER OF BUSINESS AND APPROVAL OF ADDITIONS AND DELETIONS
1. The Assistant Municipal Clerk requested that a report from George McLellan, Commissioner of Regional Operations, dated March 20, 1997, entitled "Eastern Halifax County Crime Prevention Association's request for a project of public transportation to Rainbow Haven Provincial Park" be added to the agenda. (Item 12.1)
2. Councillor Cunningham requested "Correspondence from the Canadian Mental Health Association, Dartmouth Branch" be added to the agenda. (Item 12.2)

7.1 Motion of Councillors Cooper and Schofield that the Harbour East Community Council be opposed to the administration fees on minor sports organizations
MOVED by Councillors Cooper and Schofield that the Harbour East Community Council be opposed to the administration fees on minor sports organizations.
Councillor Cunningham suggested, and Community Council agreed, that the recommendation be referred to Regional Council for consideration during Operating Budget discussions.
Councillor Cooper asked that staff be requested to identify the classification of those fields in the area of the Harbour East Community Council.

9.1 Presentation
9.1.1 Dartmouth Cove Project
Councillor Cunningham introduced Mr. Jim Axel and Mr. Mike DeLay of CBCL Limited and Mr. Rick Paynter, Manager Construction Services for HRM.
Mr. Paynter advised this project, which had been started by the Former City of Dartmouth, had been approved by Regional Council in December, 1996. He advised the objective is to take the four existing outfalls that discharge into Dartmouth Cove and consolidate them into one. He stated the total cost of the project is approximately $5.5 million with the tentative completion date being the end of 1997.
Mr. Mike DeLay, overviewing the project, reported there are four existing outfalls into Dartmouth Cove which carry combined sewage and, due to the shallow and confined nature of the Cove, the wastewater is trapped. He stated the objective of the plan is to intercept the sewage component of the flows, bring it to one location, screen it and then deliver it to the main harbour where it will be dispersed into the main harbour flows. He advised there will be four pumping stations and, using the design drawing, indicated these.
In response to Councillor Hetherington, Mr. DeLay advised the Cove now receives 70% of the sewage flow from Dartmouth, with this project, upon completion, taking 90% of that percentage out of the Cove.
In response to a question from a member of the public, Mr. DeLay advised the system has been designed to accommodate the flows that will be generated even when the entire serviced area is developed.
In response to Councillor Schofield, Mr. DeLay advised the system was designed to accommodate all of the dry weather sanitary sewage flow for all future developments.
In response to Roel Vis, Eastern Passage, Mr. DeLay advised one of the first steps is to bring the outfalls together to a common location and reduce the number of treatment plants.
In response to Councillor Hetherington, Mr. DeLay explained how the system would work advising all pumping stations will be monitored by a SKATA sensor system which will relay information to a central location at the main pumping station. Information from the main pumping station will then be conveyed to the overall system for the city. On further question, Mr. DeLay advised that when there is a power outage, the system will revert to Dartmouth Cove.
In response to Councillor Cunningham, Mr. DeLay advised the contract was awarded to Ocean Contractors in 1996, they came on site in February 1997, started construction and, as of this week, concrete is in place below grade. He advised they are working on the pumping station at Maitland Street connecting to the existing outfall. In the following weeks they will start construction of the Old Ferry Road and King Street pumping stations. Once these stations are in place, construction will be started on the pipeline continuing throughout the summer and early fall with completion in March, 1998.
At the end of the presentation, Councillor Cunningham thanked Mr. Axel, Mr. DeLay and Mr. Paynter for their attendance and presentation.

10.1 Follow-Up - Prohibition of Motorized Craft in Small Lakes
A memorandum, dated April 8, 1997, from David C. Murphy, Insp., Halifax Regional Police Service, entitled "Follow-up: Prohibition of Motorized Craft in Small Lakes", was before Community Council for consideration.
MOVED by Councillors McInroy and Schofield that the report be forwarded to the Dartmouth Lakes Advisory Board. MOTION PUT AND PASSED.

12.1 Eastern Halifax County Crime Prevention Association's request for a project of public transportation to Rainbow Haven Provincial Park
A report, dated March 20, 1997, from George McLellan, Commissioner of Regional Operations, entitled "Eastern Halifax County Crime Prevention Association's request for a project of public transportation to Rainbow Haven Provincial Park", was before Community Council for consideration.
MOVED by Councillors McInroy and Cooper that the Harbour East Community Council direct Transportation Services staff to meet with the Eastern Halifax County Crime Prevention Association to discuss the possibility of a sponsored summer beach bus service to Rainbow Haven Beach, based on the Community Transit option outlined in the report. MOTION PUT AND PASSED.
12.2 Correspondence from Jeffrey Moors, Vice President, Canadian Mental Health Association (Dartmouth Branch)
Councillor Cunningham read the letter into the record. The Canadian Mental Health Association was requesting the Harbour East Community Council investigate the possibility of the organization not having to pay rent to the Municipality as it is a non-profit organization. Councillor Cunningham suggested the Community Council endorse the letter and forward it to the Grants Committee.
Councillor McInroy suggested the letter be forwarded to staff requesting a response to those issues raised.
Councillor Hetherington suggested the letter be forwarded to Real Estate and Facilities.

14. PUBLIC PARTICIPATION
In response to a question from Ms. Marsha Gibbons regarding the Former Dartmouth City Hall, Councillor Hetherington advised July is the tentative date for completion of renovations to the building.
Mr. Ike Kent suggested the tax bill to the rural areas indicate that the amount on the bill is subsidized. Councillors indicated they were not in agreement with the suggestion as put forward.
Ms. Louise Moores noted the portion of the Circumferential Highway from the Burnside turnoff to the MacKay Bridge is in very poor state of repair and questioned what level of government was responsible for the upkeep of this portion of roadway.
Councillor Hetherington requested that Brian Smith, Transportation Services be requested to provide information on who is responsible for the portion of highway from the Burnside turnoff on Highway #111 to the MacKay Bridge.
Councillor Hetherington asked that a request be made through HRM Transportation Services to the Provincial Department of Transportation for additional lighting for that portion of Highway #111 from Gaston Road to Pleasant Street.
Mr. Roel Vis, Eastern Passage, noted that a member of the Former Citizen Stakeholders Committee is portraying himself as representing that group at Regional Council Sessions even though that group has ceased to exist as of April 1, 1996. He requested that the individual in question be reminded that he is speaking for himself and not as a representative of that group.
Councillor Schofield noted that there are portable signs being displayed in his area. He requested that Mr. Mike Hanusiack be contacted asking him to provide information on signage regulations for the area covered by Harbour East Community Council.
Councillor Schofield advised there has been concerns raised with regards to noise emanating from car radios and asked if there was a by-law in place that would address this concern.
Councillor McInroy advised there continues to be no signs at the exit from the Blockbuster Video mall at the Corner of Cole Harbour Road and Cumberland Drive. In response, Councillor Hetherington advised a further request had gone forward to Regional Operations asking them to address this and other outstanding status sheet items.
