The meeting was called to order at 7:00 p.m. with an invocation.
2. APPROVAL OF MINUTES
MOVED by Councillors Sarto and Schofield that the minutes of May 1, 1997 be approved as circulated. MOTION PUT AND PASSED.

1. Councillor Schofield requested "Garbage Pickup deadline of May 23rd - Possible Extension" be added to the agenda (item 12.1)

9.1 Presentation
9.1.1 Dartmouth Literacy Network
Ms. Sandra Hawrylack, with the aid of a video featuring a number of learners of the Literacy Network, made representation to Community Council advising the Literacy Network has been in business for ten years and is a non-profit volunteer based organization. She informed Community Council of the different aspects and programs carried out by the Literacy Network.
Ms. Cathy Wolfe, accountant, presented the financial statement outlining sources of funding and expenditures.
Councillor Cunningham suggested the Literacy Network contact the Grants Committee to make a presentation.

11.1 Councillor McInroy
Councillor McInroy introduced Ms. Elizabeth Corser, Cole Harbour Heritage Society. Ms. Corser, reading from prepared text, outlined some of the historical significance associated with the name "Cole Harbour Road".
MOVED by Councillors McInroy and Cooper that the Harbour East Community Council recommend to Regional Council that the name "Cole Harbour Road" will not change for that section of road between Caldwell Road and Ross Road. MOTION PUT AND PASSED UNANIMOUSLY.

12.1 Councillor Schofield
Garbage Pickup Deadline - May 23rd - Possible Extension
Councillor Schofield requested that a request be made of staff that the garbage pickup deadline be extended beyond May 23rd.

Portland Street Sand Storage Facility
Councillor Schofield advised the Portland Street sand storage building is not being used and is unsightly. He requested a staff report be provided indicating whether the building is surplus and whether or not it will be sold.
Councillor Sarto advised the Real Estate and Facilities division are investigating costing for demolition and fixing up of the grounds.
Councillor Schofield asked that his request be forwarded to the Real Estate and Facilities division.
Councillor Cunningham advised he had brought the issue regarding the extension of the garbage pickup date to the Solid Waste meeting, asking staff to look at possible alternatives such as one collection per week during the period from June to November. He advised a report was coming to the May 20th Regional Council Session.

70 Windmill Road
Councillor Cunningham advised the property is zoned R-1 which permits home occupations with restrictions as to what type of business and percentage of area of the dwelling can be used for business purposes. He advised the name of the home based business located at this address is "The Gentlemans Massage Parlour" noting there is signage indicating this as well as two neon signs advertising hours of operation. He advised he has contacted both the police and planning with no action being taken to date. He advised he has concerns that this is a house of prostitution. He advised there are indications that more than 25% of the residents is being used for business purposes. He requested the legal department review and report back to Community Council as to what has been done by the police and planning department to determine what can be done to close this operation.
He further noted that part of the Dartmouth Commons, immediately abutting 70 Windmill Road, is being used for parking by people who work in Metropolitan Place. He noted there are at times up to 20 cars parked there. He requested this information be forwarded to the police department and the planning department to have parking restricted.

14. PUBLIC PARTICIPATION
Ms. Louise Moores, Dartmouth, addressed Community Council expressing her concerns with regards to the different aspects of the new solid waste collection and the difficulties experienced in separation noting that once this new system comes into effect there may be as many as seven separate separations to direct the household waste to the appropriate container and collection process.

The next meeting is scheduled for Thursday, June 5, 1997 at 7:00 p.m. in the Helen Creighton Room of the Dartmouth Regional Library.

MOVED by Councillors McInroy and Schofield that the meeting be adjourned. MOTION PUT AND PASSED.
The Council Session adjourned at 8:00 p.m. reconvening as a Joint Meeting between the Harbour East Community Council and the Harbour East Planning Advisory Committee.
