The meeting was called to order at 7:00 p.m. with an invocation.
2. APPROVAL OF MINUTES
MOVED by Councillors Sarto and Cooper that the minutes of June 19, 1997 be approved as circulated. MOTION PUT AND PASSED

9.1 Petitions
Councillor Cunningham presented a petition containing ten (10) names regarding a request for a sidewalk by-law. He advised of the Former City of Dartmouth By-law No. C-326 and By-law C-439 which apply to sidewalks. He requested the petition be forwarded to the Municipal Solicitor, Chief of Police and the School Board to investigate whether the existing By-law can be enforced.
MOVED by Councillors Cunningham and Schofield that the petition be forwarded to the solicitor, Chief of Police and the School Board to investigate the enforcement of the Former City of Dartmouth By-law C-326 and By-law C-439 as it would apply to persons congregating on sidewalks in front of or near Bicentennial School, Dartmouth. MOTION PUT AND PASSED
10. REPORTS
10.1 Maybank Field - Councillor Cunningham
Councillor Cunningham advised of a problem associated with Maybank Field, that of home run balls coming over the fence and out onto Micmac Blvd. He advised he had received a letter from a resident who had had his windshield put out by a ball coming over the fence. He noted that there is a safety issue as the ball could have hit a pedestrian, cyclist, baby carriage, etc. He stated a motion had been put forward by the Former City of Dartmouth to reconfigure the field to have home plate backing on Micmac Blvd. and questioned whether the height of the fence can be increased, requesting staff be appraised of the situation and investigate whether the safety factor can be alleviated.
Councillor Schofield advised the netting height had been increased but the balls are still going over.
MOVED by Councillors Cunningham and Schofield that staff be appraised of the safety issue. MOTION PUT AND PASSED

12. ADDED ITEMS
12.1 Dartmouth Commons Committee - Councillor Cunningham
Councillor Cunningham stated he had put forward a motion to have the Dartmouth Commons Committee reconstituted which had been referred to staff. Community Council was advised the committee could be reconstituted at the Community Council without going through Regional Council and it was suggested this be done by way of a notice of motion.
13. NOTICES OF MOTION
Councillor Cunningham served notice of motion that at the next meeting of the Harbour East Community Council I intend to introduce a motion whereby the Dartmouth Common Committee is reconstituted becoming a committee of the Harbour East Community Council. 14. PUBLIC PARTICIPATION
A resident noted traffic counts were being taken at the corner of Willowdale and Astral Drive and was informed that no further action was being taken at this time. He further suggested that a possible solution to the problem with the ballfield would be to change the field to a childrens field rather than an adult field.
It was also suggested that the Dartmouth Minor Baseball Association may have some suggestions regarding a possible solution.
Mr. Dennis Doyle, Kiwanis, Cole Harbour, thanked Community Council for its support and efforts on behalf of the Kiwanis.
Mr. Bill Stratton, Kiwanis, advised that there is a problem with traffic speeds which has been causing a problem for pedestrians crossing Caldwell Road. Councillor Hetherington requested that a letter be sent to the RCMP detachment in Cole Harbour asking them to put a patrol in that area.
Councillor Schofield advised there are requests being forwarded to the Dartmouth Lakes Advisory Board to put a recommendation forward for Jet Skis but noted that they are encountering obstacles in establishing such a regulation. It was suggested that representatives of the Dartmouth Lakes Advisory Board be invited to the first meeting in September.

MOVED by Councillor Cunningham and Schofield that the July 17, 1997 meeting of Community Council be cancelled with the next meeting be August 21, 1997. MOTION PUT AND PASSED
