"To amend Administrative Order 1 as follows: Section 15(1) be replaced to require that all votes at a Regional Council, Committee of the Whole, or In Camera meeting shall be recorded votes with the exception of, approval of minutes and order of business, requests by correspondence, and adjournment,
unless otherwise requested by a Member of Council. Further, that Section 15, parts 2, 3, and 4 be repealed."
