12.1 Councillor Mason
That Halifax Regional Council request a staff report regarding possible capital investment and property tax relief for the proposed Battle of the Atlantic Place on Lower Water Street subject to Federal and Provincial participation and successful fundraising. The staff report should address alignment between Battle of the Atlantic objectives and outcomes with HRM priorities, including economic development, and should address HRM’s ability to respond to this request.
12.2 Councillor Mason
That Halifax Regional Council request staff to engage partners at Veterans Affairs Canada and local Royal Canadian Legion to explore appropriate and nationally consistent way of commemorating the sacrifices of Canadian servicemen and women in peacekeeping operations in the Afghanistan conflict on the Grand Parade and other municipal cenotaphs.

That Halifax Regional Council request a staff report that examines possibilities for:
1. Broadening the type of goods that can be sold by street right of way vendors; and
2. Minimizing permit fees. This may require changing the funding model of the permit program.
12.4 Councillor Karsten
That Halifax Regional Council request a staff report be initiated to allow Council to consider amending By-law O-109 Respecting Open Air Burning so that outdoor wood burning appliances shall not be used within a prescribed distance of the nearest dwelling on an adjacent property.

Motion:
That Halifax Regional Council direct staff to negotiate the acquisition of the necessary right-of-way for the Ross Road intersection realignment with the new owner of the subject property as outlined in the private and confidential staff report dated August 7, 2014 through the planning and subdivision process upon redevelopment of the property.
