(Thursday, May 31/2001)--Mayor Peter Kelly said today that the Halifax Regional Municipality continues to support adherence to the confidentiality provisions contained in the Request for Proposals (RFP) for the Harbour Solutions Project.

Mayor Kelly said the two proponents bidding on the project were instructed today that all confidentiality requirements must be strictly observed.

The Mayor expressed concern over the number, and content, of media reports today dealing with certain aspects of the Harbour Solutions Project, including the issue of odour control.

He said HRM will ensure that the strict requirements for odour abatement shall be met, as set forth in the RFP.

Mayor Kelly reiterated that Halifax Regional Council remains committed to finding the most technological and cost-effective solution for the clean-up of the Harbour.

He said the criteria for awarding the final contract will include technical merit considerations -- such as the construction schedule; the funding schedule; the technology involved; the quality of design and construction; operating costs of the treatment system -- and financial merit.

Mayor Kelly said members of Regional Council are not privy to any details of the two private sector submissions - or the municipality's show bid.

He reminded citizens that the financial aspects of the proposals for the Harbour Solutions Project - including HRM's shadow bid -- have not been opened yet.
