HRM to Proceed With Expropriation of Former Irving Lands

(Tuesday, November 16/04)-- Halifax Regional Council tonight authorized staff to proceed with expropriation of the former Irving lands in north end Halifax for transportation, planning and economic development purposes.

HRM has been negotiating with the present owners of the lands for the past 18 months and the sides remain very far apart in reaching a settlement. Tonight, Council also approved a statutory offer of $4.6 million, based on an appraisal of the land by a private sector appraiser, to file with the expropriation order.

The lands, located on Bayne Street, are currently zoned R-3 residential and could accommodate 486-units of high density residential development.

HRM states in the expropriation order that the lands are required for “constructing streets...... and for the purpose of acquiring lands for the encouragement of economic, waterfront, harbour industrial and commercial business development purposes.”
