Harbour Solutions Project Construction in Dartmouth Area
(Tuesday, February 21, 2006)--Continuing Halifax Harbour Solutions Project - Sewage Collection System construction activity in the Tufts Cove, Grove Street shoreline area of Dartmouth will necessitate work activity to take place outside normal construction hours.
A section of new pipeline is currently being installed adjacent to Grove Street and proceeding north towards the Tufts Cove Generating Station, between the railway and shoreline. The new pipeline is very deep. Pipe crews are working at a level of 3.0 m ( 10 ft. ) below the average tide. Therefore this pipe work can only take place during low tide cycles.
The tide cycles change by approximately one hour each day. Work crews will have to vary their start times to follow the low tide. For this reason, Dexter Harbour Solutions(DHS) asked for and was granted a variance to the “ Noise By-law “ which will enable them to work when low tide takes place outside the regular time frame of Monday to Friday, 7am to 9:30 pm, Saturday, 8 am to 7 pm and Sunday 9 am to 7 pm. Dexter is covered under the prescribed exemptions of By-Law 200 Respecting Noise as they are involved in work for the Municipality and have fulfilled the conditions required in the By-Law.
This work began on Monday, February 20, 2006. Notices went out to residents in the surrounding neighbourhood in advance of the work. The changing hours of work will continue over the next three weeks. Work will only take place outside normal work hours when low tide times dictate.
