NSUARB Approves HRM and HRWC Utilities Merger

(July 31, 2007) - The Nova Scotia Utility and Review Board (NSUARB) has approved the transfer of responsibility for Halifax Regional Municipality’s wastewater and stormwater assets to the Halifax Regional Water Commission (HRWC), effective August 1, 2007.

The transfer will see responsibility for HRM assets such as underground sewer lines, stormwater lines, wastewater treatment facilities, pumping stations and associated staff transferred to the HRWC.

“Along with making history as the first regulated water, wastewater and stormwater utility in Canada, this new approach is designed to make the entire system more efficient and effective for our citizens,” said Mayor Peter Kelly. “The merger will provide the financial sustainability necessary to ensure the future safety and integrity of our water and wastewater infrastructure.”

The merger should have little impact on current services at HRWC, as existing water service will remain unchanged with rates set by the NSUARB. The only major change from a public perspective is that future rates for stormwater and wastewater will also be set by the NSUARB; current rates set by Regional Council have been approved as interim rates.

“Combining the utilities allows us to develop a long term strategy for environmental compliance, infrastructure maintenance and replacement for both systems,” said Carl Yates, General Manager of HRWC. “With the combined management and expertise it will be possible to see efficiencies in both the short and long term future. It’s about being entrusted with the responsibility for integrated water resources to ensure sustainability for future generations.” He also pointed out that staff positions will not be lost as a result of the transfer.

Donald Mason, Chairman of HRWC said, “Our Board is impressed with the diligence of HRM Council, their staff and the staff at the Commission. Their commitment to this change has made us feel comfortable with both the process and the challenge ahead.”

Memorandums of agreement have been signed between HRWC, the Canadian Union of Public Employees and the Nova Scotia Union of Public Employees to ensure that employees are protected and to facilitate a smooth transition of responsibilities from the municipality.
