12. MOTIONS
12.1 Councillor Whitman
That Halifax Regional Council request a staff report on the feasibility of developing a connector trail from the St. Margaret’s Bay Elementary School to the St. Margaret’s Bay Rails to Trails trail system.

12.2 Councillor Craig
That Halifax Regional Council direct staff to produce a report which will:
1. Clarify the current Solid Waste Management practice of collecting “bulky items”; and,
2. Provide options, including possible changes to the “Solid Waste Resource Collection and Disposal By-Law” By-Law No. S-600 for changing the “bulky items”
a. definition;
b. limits for collection;
c. frequency of collection.

12.3 Councillor Craig
That Halifax Regional Council request a staff report to:
1. Look at the social, operational, and financial implications of closing or altering programs and services that serve a distinct demographic in HRM owned facilities, as well as
2. Outline the criteria that are used in the decision making process and the policy options for any implementation and subsequent redirection/accommodation of residents when these distinct services are implemented, reduced or stopped.

Motion:

13.2.1 Citizen Appointments to the Board of the Halifax Water Commission – Private and Confidential Report
Motion:
The Environment and Sustainability Standing Committee recommends that Halifax Regional Council:
1. Appoint the two (2) citizens outlined in the discussion section of the private and confidential Environment and Sustainability Standing Committee report dated June 11, 2015 to the Board of the Halifax Water Commission.
2. Release the names of the appointments following Council ratification and notification of the successful candidates.

13.2.2 Citizen Appointment to the Regional Watersheds Advisory Board – Private and Confidential Report
Motion:
The Environment and Sustainability Standing Committee recommends that Halifax Regional Council:
1. Proceed to appoint one (1) water-related professional to the Regional Watersheds Advisory Board as outlined in the discussion section of the private and confidential Environment and Sustainability Standing Committee report dated June 11, 2015.
2. That the name of the nominee be released to the public following ratification and notification of the successful candidate.

13.2.3 Citizen Appointments to ArtsHalifax Advisory Committee – Private and Confidential Report
Motion:
The Community Planning and Economic Development Standing Committee recommends that Halifax Regional Council:
1. Appoint the eight (8) citizens outlined in the discussion section of the private and confidential Community Planning and Economic Development Standing Committee report dated June 19, 2015 to the ArtsHalifax Advisory Committee.
2. It is further recommended that the citizen appointments be released to the public following ratification and notification of the successful candidates.

13.3 Contract Negotiations
A matter pertaining to contract negotiations and legal advice.

13.3.1 Materials Recovery Facility Operation Agreement Five Year Renewal Term – Private and Confidential Report
Motion:
That Halifax Regional Council approve the renewal of the Materials Recovery Facility Operation Agreement with Miller Waste (dated April 1, 2009) for the period of April 1, 2014 to March 31, 2019 and authorize the Mayor and Clerk to execute a Renewal and Amending Agreement with Miller Waste as per the key terms conditions and budget implications outlined in the private and confidential report dated June 16, 2015.
