S-801 Respecting Licensing of Temporary Signs to allow for greater flexibility and/or license exemption for signs on hoardings or scaffolding in the right of way to indicate nearby businesses and services are still open and accessible.

2. Consistent past direction from Council to maintain a moderate and declining debt position.
