Call to Order - The meeting was called to order at 6:04 pm. 

Presentation of Draft Report by Jim Donovan.  Jim Donovan, HRM Manager of Economic Development, gave a presentation on a draft staff report that would be submitted to HRM Council in support of obtaining approval in principle for the Community Development Corporation. The objective is to get the “green light” from Council and then commence the detailed work on preparing the supporting documents including a Management Board, Terms of Reference, operating criteria, etc. The CLC reviewed and discussed the draft and passed their initial comments to Jim. During the discussion it was emphasized that any organization that was created must be community-based, must be seen to be servicing our defined geographical area, and must have the necessary measures/controls in place to ensure that its operations are transparent, accountable and effective. It was requested that any further comments be submitted via Craig to Jim no later than 21 February. 

Review of Notes from Previous Meeting – Meeting of 16 January 2007.  Moved by Anne, Seconded by Delaine to accept the notes from the meeting of 17 January 2007. Carried.

Halifax Wastewater Treatment Plant Model.  Craig said that James Campbell had contacted him to advise that the Harbour Solutions office has a scale model of the Halifax wastewater treatment facility. It is about 6ft long and 2 feet wide and it breaks down into a number of components that show how the advanced primary treatment process works. James wants to know if this model should be displayed in the George Dixon Centre. Craig thought that it would receive better exposure at the North Branch Library. It was agreed that Craig would refer this matter back to James with the proposal that it be displayed in the library.
