1.

Call to Order - The meeting was called to order at 6:07pm.

2.

Review of Notes from Previous Meeting – Meeting of 4 October 2005. It was observed that the notes showed Delaine Clyne as being present and Shazza Laframboise as being absent.  In fact, Delaine was absent and Shazza was present.  It was also noted that Owida Downey’s first name was spelled incorrectly. Motion to accept the notes of 4 October 2005 as amended. Moved by Alvena Seconded by Anne Carried.

3.

Update from Meeting of 4 October 2005:

a.

Trail Along Barrington Street – Kristian said that he was not able to provide an update as he was waiting for responses to e-mails that he sent to the people involved in the Barrington trail project.

b.

Meeting with Brad Anguish – Craig circulated a copy of the e-mail that he had sent to Brad Anguish on 18 October 2005.  The e-mail requested assistance in three areas:

  • Obtaining funding and staff assistance to build a trail along Barrington Street in the area adjacent to the Wastewater Treatment Plant;
  • Obtaining early indication of whether the concept of a Community Development Corporation funded by the Community Integration Fund (CIF) is legal (under the various provincial Acts and HRM Bylaws, etc);
  • Obtaining funding outside of the CIF allocation for a study to be conducted by Prof. David Divine of the James R. Johnston Chair in Black Canadian Studies at Dalhousie University.

Note:  Craig heard from Mr. Anguish who said that he would investigate the requests and would contact Craig in approximately 2 weeks.  Mr. Anguish said he would meet with the CLC.

4.

Review of Halifax CLC Interim Report – There was discussion about the amendments submitted by Anne and Kristian.  It was decided that rather than trying to amend the notes during the CLC meeting, all proposed amendments should be forwarded to Delaine for review and incorporation.

5.

Next Meeting Date–It was decided that until actual dates for meetings with Professor Divine and Brad Anguish are established, that the next meeting (normally scheduled for 1 November 2005) would be cancelled.  In the meantime, Delaine will work on the revisions to the Interim Report and Craig will work on scheduling the meetings with Prof. Divine and Brad Anguish.  CLC members will be notified of the next meeting, which will likely be 15 November 2005.

6.

Adjournment – The meeting adjourned at 6:30pm.
