1. | Call to Order - The meeting was called to order at 6:05pm. |
2. | Report of Meeting with Paul Euloth from HRM Parks Regarding a Trail – Craig said that he met with Paul Euloth who is the Regional Trails Coordinator on 10 May 2005 to discuss our request that HRM start showing a trail on the east side of Barrington Street adjacent to the Sewage Treatment Plant. Paul showed Craig a sketch of a trail path along the Barrington Street side of the Sewage Treatment Plant. Paul said there is a plan to build a trail from the MacDonald Bridge to downtown Halifax, but there is nothing formalized at this point. He said that there is a Regional Trails Advisory Committee that the CLC can send a sub-committee to. He said that he could commit to the Barrington corridor trail by providing funding for a consultant for a study if we are willing to form a committee to handle the trail. Craig made it very clear that no part of the Community Integration Fund (CIF) would be utilized for the trail. Paul said he can prepare draft Terms of Reference for the committee that would be later formalized. It would take about 1 year of planning to get things going. He needs from us:
Paul Euloth will meet with the CLC on Tuesday, 24 May 2005. Craig said that it may be too much work for the CLC to also form a Trail Committee as our focus needs to be on the CIF. He asked the CLC members to think of possible names outside of the CLC who could sit on the Trail Committee. |
3. | Report of Meeting with Dr. David Divine – Craig said that he met with Dr. David Divine of the James R. Johnston Chair in Black Canadian Studies at Dalhousie University on 10 March 2005.
Craig said that Dr. Divine is willing to support us through a formal case study in community action. The process has to be formalized so that it can be flagged as part of the James R. Johnson Chair in Black Canadian Studies. The study will cost approximately $5,000 as a contribution towards expenses such as travel and meeting expenses and publication of the study. An example of a study that he prepared and published is “Towards a Safer Stonebridge”. This is a Housing Action Trust in a suburb of London that was successful. Dr. Divine would publish the case study and offer the services that he has to capture the CLC’s activities. Part of the study is how we get to the point of getting the CDC approved. Dr Divine said that the CLC should do the following:
