Halifax Community Liaison Committee Meeting Tuesday, May 24, 2005

Call to Order - The meeting was called to order at 6:03pm.

Review of Notes from May 10, 2005 Meeting – Moved by Shazza, seconded by Anne to accept the notes from the May 10, 2005 meeting.  Carried.

Presentation from Paul Euloth from HRM Parks Regarding a Trail – Paul Euloth, HRM Regional Trails Coordinator, discussed his role.  He stated that he helps communities build trails and there are now 23 groups in the greater HRM.  He said that the Halifax Regional Trails Advisory Committee (HRTAC) meets once per month and this committee is made up of the chairpersons of the local trails committees.  He said there is a budget of approximately $800,000 to $900,000 that is typically leverage two to three times from grants from other levels of government.  The CLC discussed the feasibility of a trail on the east side of Barrington Street adjacent to the Sewage Treatment Plant.   Paul said that this would be a good opportunity and would be considered as Phase I of a trail from the MacDonald Bridge to downtown Halifax, but there is nothing formalized at this point.  In order to advance the trail, Paul said that a trail committee would have to be formed to write a one to two page proposal that would launch a feasibility study.  Craig made it very clear that no part of the Community Integration Fund (CIF) would be utilized for the trail.  Craig expressed the concern that it may be too much work for the CLC to form a Trail Committee as our focus needs to be on the CIF.  It was agreed that the CLC would write the proposal after we get a template from Paul and then try to get other members from the community to form a committee.  In addition, Craig asked for names from other committees so that we could call them to ask what was involved in terms of work and time commitment in establishing and running a trail committee.

Update on Contact/Meeting with Professor David Divine – Craig said that he sent an e-mail to Professor Divine of the James R. Johnston Chair in Black Canadian Studies at Dalhousie University in accordance with the discussions from the meeting on May 10, 2005.  He said that he had not yet heard anything.
