Tax reform means re-building the municipal tax system in HRM.

Currently, HRM taxes residents on the “market value” of their property. In the past several years, there has been increasing debate over the relevance of using property assessment values for municipal taxing purposes.

Reforming the municipal tax system would mean exploring different tax systems other than ones that rely on market value assessment. We would like to work with citizens to develop a system that better suits the needs of our growing municipality. A large part of tax reform will be seeking community agreement on what we want our municipal tax system to do for us.

On October 3, 2006, Council approved Tax Reform moving ahead to the community consultation phase. In January, 2007 a steering committee comprised of HRM residents and councilors was formed to direct the Tax Reform project.
